Fire resistance is an elemental bonus and reduce fire elemental damage. A damage is composed by normal dmg + elemental dmg: you can set to zero its damage, but the normal dmg will continue to exists.

Try with your own equip and see the basic differences. After you could do deeper check, changing bonuses and other stuff to understand what is the best for you. I suggest you to unbind items and meanwhile as unforgiven suggested, to check the behaviour of your char with this first approach of the balancing.

It's normal you cannot create a new char. Only copy from your live server. If you don't have any char, you have to wait the next maint for the copy process. It will take every day at 9am and 3pm.
