There is a short video of magic attack tests.

Skill values and effects
Dragon's Roar : 2805-2805 > 1938 (31% less damage)
Shooting Dragon : 3185-3185 > 2273 (29% less damage)
Flying Talisman : 2797-2797 > 2294 (18% less damage)

What is difference between calculations?

The fact is that this issue has been reported multiple times and the answer they gave was an error with the translation (even a 2 years kid doesnt velieve that), anyway they increased the damage with skills but again the value stills incorrect.
All characters can deal lots of dmg with one-skill shot as you can see in many videos on youtube, escept shamans, amazing no ? i'll gring here a piece of opinion from a user of the spanisñ forum:

*they where speaking aboud nerf on lycans and onseskillshot

Arboreos: Si andamos comparando por habilidad veamos si un chaman puede sacar mas de 250k con una habilidad, si me lograr mostrar un video de un chamana sacando eso te doy completamente la razon.

translated -> if we compare skills we can see if a shaman can feal more than 250k with one skill, if u can show me that video of a shaman dealing that dmg i'll give you the reason.
bellls need more mav to get a better balance bc now the dragon's shaman are les powerfull than healer's and part of that is the diference btween mav of fans and bells (if the weapon with more mav is the one tahes u hight dmg then the gap is higher)

he tested the diference btween the real dmg and the description dmg

The classic answer: "Is a translation error", really? is difficult to translate some numbers? I'm tired of being always full of bugs, there is a huge unbalance between damage reached by some characters (mental warriors reach more than 300k while a Dragon Shaman will never deal more than 60-70k). And this is not all, with all this unbalance, Dragon Shaman's got nerfed! No crits, absurd formulas depending on strenght, antimagic nerf (I deal more damage in the official server than in BETA with all the stupid formula changes), increase of cooldowns, we have to throw our fans because they are not good any more...

But our damage is ridicolous low. We need more equipment than any other class to do the same damage (and not always we can reach the same values). I don't really know what are you trying to balance in this update, you are destroying the game, there is no balance, every update you do Shamans are worse and worse.

well it's quitre simple if korea says it is correct, then why no ask for a increase of damage that deal those skills ?¿

pd: i dont undrstand gf is the one who pays por the rights to ymir, bt ymir doesnt do what theyr customer its like a tenis game between ymir and gf hope it change someday
